This consultation is focused on the proposed changes to Phase 3 of the High Path regeneration. Here you can find the latest consultation materials, review the updated proposals, and share your feedback with the project team. Your comments will help inform the next stage of the plans as Clarion continues to deliver new homes, improved open spaces and community facilities as part of the wider Merton Regeneration Project.

High Path Regeneration

The need for regeneration is well-established - to replace poor quality homes nearing the end of their useful life, provide new community facilities and green space as well as resolve the overcrowding that some families experience.

The High Path regeneration is already well underway to transform the neighbourhood into a better place to live that is more connected to its surroundings and with homes that meet the needs of residents now and in the future.

Phase 3 Progress

Since the original planning application for Phase 3 was submitted and paused in 2023, there have been regulatory changes in building safety and regulations that new developments are required to meet.

As a result, the changes below are now being proposed for Phase 3 of the High Path regeneration:
1. Accelerate the rehousing of eligible existing tenants and homeowners to Phase 3 - this phase was initially for private sale, but we are proposing a switch of housing tenure to affordable which means we will rehouse all remaining residents sooner.

2. Build four blocks instead of five - these will accommodate all the remaining residents and meeting local housing needs and our commitments to residents. As we are prioritising new homes for existing residents, the northern part of the neighbourhood park will now be delivered in a later phase.

3. Comply with the latest safety and building regulations - the revised designs mean new homes will comply with updated regulations which address fire safety, overheating and energy efficiency.
